New Construction Features and Requirements

Cash incentives are available if you build an all-electric home through the Energy Right new homes program. Energy-efficient features like energy-saving windows and doors, high-efficiency heat pump, extra caulking, and insulation, translate into lower energy cost. Every Energy Right feature adds significantly to the overall comfort level and value of the home and can be built into your home during construction. Energy Right New Homes Incentive Levels

Three levels of incentives pertaining to efficiency are available--based on construction of the home. All homes are inspected and rated by NGEMC and TVA technicians using a nationally-recognized Home Energy Rating System.

  • Energy Right: $100 per home
  • Energy Right Platinum: $200 per home
  • Energy Right Platinum Certified (Under review)




Energy Right Home Recommendations

  • All-electric homes, appliances and equipment. (Gas logs and dual fuel heat pump allowed.)
  • R-38 insulation in attic, except R-30 in cathedral ceilings.
  • R-13 insulation in walls.
  • R-19 insulation, or R-13 plus R4 insulated sheathing in attic walls.
  • R-19 insulation in floors over non-conditioned space.
  • R-30 insulation in floors extended over outside air.
  • 13 SEER or higher heat pump with a minimum HSPF of 7.7.
  • For heating and cooling systems, all ducts running through unconditioned areas should be insulated as R-6.
  • Seal and insulate all heating and cooling system ductwork located in non-conditioned areas.
  • Energy-efficient windows: a maximum U-factor of 0.50.
  • Caulk/Foam around all major joints, seams, penetrations, openings between window and door assemblies and their respective jambs and framing, and other sources of air leakage through the building envelope shall be caulked, gasketed, weatherstripped, wrapped or otherwise sealed to limit uncontrolled air movement.
  • Energy-efficient electric water heater with a minimum energy factor of 0.92 for 40-gallon, 0.90 energy factor for 50-gallon and 0.86 for 80-gallon.

Energy Right Platinum Homes

  • All-electric homes, appliances and equipment. (Gas logs and dual fuel heat pump allowed.)
  • R-38 insulation in attic, except R-30 in cathedral ceilings.
  • R-13 insulation in walls.
  • R-19 insulation, or R-13 plus R4 insulated sheathing in attic walls.
  • R-19 insulation in floors over non-conditioned space.
  • R-30 insulation in floors extended over outside air.
  • Minimum efficiency for package heat pumps is 14 SEER or higher with a minimum HSPF of 8.0 and an EER of 11.5.
  • Minimum efficiency for split system heat pumps is 14 SEER or higher with a minimum HSPF of 8.2 and an EER of 11.5.
  • For heating and cooling systems, all ducts running through unconditioned areas should be insulated as R-6.
  • Seal and insulate all heating and cooling system ductwork located in non-conditioned areas.
  • Energy-efficient windows: a maximum U-factor of 0.50.
  • Maximum SHGC is a maximum of .45
  • Window glazing can be a maximum of 12.5 percent of gross wall area.
  • Caulk/Foam around all major joints, seams, penetrations, openings between window and door assemblies and their respective jambs and framing, and other sources of air leakage through the building envelope shall be caulked, gasketed, weatherstripped, wrapped or otherwise sealed to limit uncontrolled air movement.
  • Energy-efficient electric water heater with a minimum energy factor of 0.92 for 40-gallon, 0.90 energy factor for 50-gallon and 0.86 for 80-gallon.



Energy Star Homes

Energy Star is a government-backed program helping businesses and individuals protect the environment through superior energy efficiency.

In 2004 alone, Americans, with the help of ENERGY STAR, saved enough energy to power 24 million homes and avoid greenhouse gas emissions equivalent to those from 20 million cars, all while saving $10 billion.

For the home, energy efficient choices can save families about a third on their energy bill with similar savings of greenhouse gas emissions, without sacrificing features, style or comfort. ENERGY STAR helps you make the energy efficient choice. If looking for a new home, look for one that has earned the ENERGY STAR. If looking to make larger improvements to your home, EPA offers tools and resources to help you plan and undertake projects to reduce your energy bills and improve home comfort.
